A strange visual effect

Hi Jen, here it is.

Move your mouse icon left and right over the image, and you'll notice how it seems to get brighter or darker.
Actually, you don't even need to do it over the image...

Notice that if you saccade nothing happens, you have to be tracking a moving object.
